Parents Teachers Community Organization (PTCO)

The organization exists as an unincorporated organization of its members. Its articles of organization comprise these bylaws as from time to time amended.

The objectives of the organization are:

  1. To provide learning opportunities for parents.
  2. To promote parent engagement.
  3. To build a strong relationship between parents/guardians and the school and to encourage the opportunity for a school-home connection.
  4. To increase communication between school, PTCO, and home.
  5. To foster positive relationships.
  6. To support teachers, students, and families.

The following are the basic policies of the organization:

  1. The name of the organization or the names of any representatives in their official capacities shall not be used in any association with a commercial concern or with any partisan interest or for any purpose not appropriately related to the promotion of the objectives of the organization.
  2. The organization shall not directly or indirectly participate or intervene (in any way, including the publishing or distributing of statements) in any political campaign on behalf of, or in opposition to, any candidate for public office; or devote more than an insubstantial part of its activities to attempting to influence legislation by propaganda or otherwise.
  3. The organization shall cooperate with schools to support the improvement of education in ways that will not interfere with administration of the schools and shall not seek to control their policies.
  4. The organization may cooperate with other organizations and agencies concerned with child welfare, but persons representing the organization in such matters shall not make no commitments that bind the organization.
  1. Any individual who follows the objectives and basic policies of this organization may become a representative of this organization, subject only to compliance with the bylaws.  Participation in this organization shall be available without regard to race, color, creed, or national origins.
  2. Representatives must have attended 20% of the 5 scheduled meetings to be eligible to vote.
  3. The membership year will be April 30-May 1 with new officers nominated and elected at the last scheduled meeting.
  1. The officers of this organization shall be a chair, co-chair, secretary, treasurer, and parent representative.
  2. Only one school district employee may serve as an officer.  The treasurer of this organization must be a school district employee.
  3. Officers shall assume their official duties upon election and shall serve for a term of one year (April 30-May 1), or until their successors are elected.
  4. Only those persons who have consented to serve shall be elected to such offices.
  5. A vacancy occurring in an office shall be filled by a majority vote of the representatives, due notice of such a meeting having been given.  In case of a vacancy of the chair, the co-chair shall serve notice of the meeting.
  1. The chair shall preside at all meetings of the organization; shall perform such duties as assigned by the organization; shall partner with all committees; and shall collaborate the work of the officers and committees of the organization in order that the objectives may be promoted.
  2. The co-chair shall act as aid to the chair, and shall perform the duties of the chair in the absence of that officer.  The co-chair will be responsible for the marketing and advertisement of PTCO events, as well as coordinating such advertisements with the District Communications Director.
  3. The secretary shall record the minutes of all meetings of the organization; shall create meeting agendas; shall keep on file the bylaws; a current list of representatives & attendance; assist the treasurer as necessary; and perform such duties as may be delegated.
  4. The treasurer shall have custody of all of the funds of the organization; shall keep an accurate account of receipts and expenditures; and shall make disbursements in accordance with the approved budget as authorized by the officers or by the organization.  The treasurer shall present a financial statement at each meeting of the organization and other times when requested by the officers. The treasurer is to be a current school district employee, as previously stated in the bylaws.
  5. The parent representative shall assist the officers as necessary; shall assist in the marketing and advertisement of PTCO events.
  6. All officers shall perform the duties prescribed in these bylaws in addition to those assigned from time to time.
  1. The officer committee will consist of the 5 offices held within the PTCO.
  2. The duties of the officers shall be to set goals with input from PTCO representatives, prioritize needs of the school and community, and such other business as may be referred to it by the organization; create a budget; and approve bills within the limits of the budget.
  3. Regular communications of the officers shall be held during the school year.  The meetings of the officers & organization shall be called by the chair in coordination with the district administration.  A majority of the officers shall constitute a quorum.
  1. Regular meetings and work sessions of the organization shall be held as necessary and will be communicated publically.  Special meetings may be called by the chair, or a majority of the officers. The last meeting of the year should be held towards the end of the PTCO term.  At this final meeting, annual reports shall be received and new officers installed.
  2. The majority of the officers shall constitute a quorum.
  3. The secretary shall provide agendas for each meeting.
  4. Voting at meetings will be by a majority rule.
